On Monday 30 April 2018, a new legislative scheme for all indictable matters commences, involving the abolition of committals as we know them and, for state charges, the introduction of mandatory caps on discounts for the utilitarian benefit for pleas of guilty, depending on the stage at which the plea is entered. This paper is designed to assist practitioners to understand how the scheme will operate. It is periodically updated, to accommodate developments as they occur.
